Background. In conditions of informatization of the modern Russian society there increases the value of research capabilities of scientific and technical creativity of youth, and the need for its inclusion into innovative strategies developed as areas of regional policies. The purpose of this article is to methodologically substantiate the study of innovation development of regions (subjects of the Russian Federation) by the example of Penza region.
Materials and methods. The research tasks were implemented on the basis of systematization of theoretical works devoted to determining the nature and functions of political communication in the modern society. Methodological potential includes a comprehensive approach that allows to determine the way of relation of political communication and innovative development of the region. The authors used documentary materials on legal support of innovative development in Penza region.
Results. The researchers defined organizational environment of registering the problems of youth of Penza region with a view to its effective socialization. The results can be used for academic support sections of the strategy of innovative development of the region.
Conclusions. The conclusion is that political communication along with usage of information technologies and with involvement of scientific and technical creativity of youth as an active participant in innovation will lead to effective innovation development of regions.
